These profitable business vehicles are permitted to establish private businesses within Qatar with strict limitations in two ways. A foreigner may start the company privately in a designated free zone or outside of the free zone with a local partnership. A “free zone” is a designated area that guarantees a certain degree of autonomy over enterpriseship, thereby freeing the company of certain documentation, restrictions, and some fees. Gulf countries commonly employ free zones and usually group the zone according to industry, such as media or technology. Currently, the Qatar Science and Technology Park is designated for scientific research and development companies. Finance and Property companies do not presently have a designated free zone in and around Doha, but are entitled to free zone benefits under licensing by Qatar Financial Centre Authority. Additionally, the country's first large free zone for small to medium mixed-industry businesses is in development near the International Airport.
