Exceptional Entry Permit To Qatar

Qatar Portal has launched the Exceptional Entry Permit To Qatar service, a temporary service that is provided to residents currently outside Qatar and who are unable to return to the country due to restrictions imposed by the Coronavirus pandemic (Covid-19).
The service allows applicants (individuals and companies from the government or private sector) to apply for entry permits to residents currently abroad and their family members holding QIDs so that they can return to Qatar.

Steps to apply online:

1- Create a new account at Qatar Portal or sign in to your current account (if any).
2- Click on “Apply for an exceptional entry permit.”
3- Read the terms and conditions and prepare all the required attachments before starting to fill application.
4- Access the application page and enter the required data correctly and fully as described in the passport.
5- Enter the email address correctly to receive the application’s approval letter.
6- Print the permit and keep a hard copy of it and the quarantine pledge to be submitted to those concerned at the airport.

Terms of application:

1- Employers can apply for the exceptional entry permit.

  1. You can apply for an entry permit on Qatar Portal website as of August 1, 2020.
  2. “Exceptional entry permit” service is available to residents and their family members.
    4- If the expatriate is outside the country and a permit to enter the country is issued to him, entry permits will be issued to family members automatically.
    5- The validity of the entry permit is one month from the date of its issuance. If it expires, a new application can be submitted.
    6- The holder of the permit must download “EHTERAZ” application as soon as he arrives in the country.
  3. If you come from countries that are listed as low-risk countries, proof of residence in that country must be attached for 72 hours or more.
    8- The competent authorities reserve the right to accept or reject the permit application in accordance with the conditions and requirements of granting permits.
  4. The applicant must acknowledge that all the data and information contained in the entry permit application are correct and that all legal responsibilities are assumed if they are found to be incorrect in accordance with the provisions and laws of the State of Qatar.

Conditions for coming from low-risk countries/ other countries

First: Low-risk countries: (Click here to find out the list of low-risk countries)
Arrivals from low-risk countries should:
A Covid-19 test will be carried out at an accredited hospital (if any) within 48 hours of departure, and present a hard copy of the test certificate on arrival, and in the case of not conducting a test in the country from which the arrival came, medical examinations and swabs will be performed at the airport upon arrival.
Proof that the arrival had remained for 72 hours or more in the low-risk country must be presented. If an expatriate stayed less than 72 hours in a low-risk country, he or she will be considered a non-low-risk arrival and treated accordingly.
Note: The permit is automatically revoked if there is a difference in the country of arrival data.

Second: Other countries

Arrivals from other countries (outside the list of low-risk countries) should follow the following:
1- Book a stay at one of the designated quarantine hotels with a quarantine commitment for one full week from arrival
2- Conduct the test at the airport (if the result is positive, the arrival is directed to insulation, and if it is negative, a week is spent in the hotel quarantine compulsory)
3- Permit holders must abide by the hotel quarantine and abide by the procedures followed, including maintaining the social distancing, where if contact with the expatriate subject to the hotel quarantine is discovered to other people, the quarantine period will be extended for another 7 days.
Note: The permit is automatically revoked if there is a difference in the country of arrival data.

Documents that must be in the possession of the arrival upon arrival at the airport

  1. Passport
    2- QID
    3- Entry permit
    4- Signing the hotel quarantine pledge
    5- Medical examination certificate: If you come from low-risk countries, you must provide a paper copy of medical examination of Covid-19 not exceeding 48 hours in an accredited hospital (if any) for those concerned at the airport
    6- A copy of the hotel reservation for quarantine: If you come from other countries, you must provide paper or electronic copies of the reservation at one of the approved quarantine hotels.
